HCEDC Services
HCEDC works directly with local businesses to provide gap financing, obtain tax incentives, and request strategic grant funds. HCEDC also maintains collaborative relationships with an array of business specialists offering a variety of services. Accordingly, when situations arise in which HCEDC is unable to provide direct assistance, it connects businesses to needed resources through referrals to qualified providers. Whether we work directly with your business or connect it with outside resources, we strive to ensure that you have access to everything you need to succeed. To learn more, explore the items below:
- Business Planning & Formation: A number of organizations can help entrepreneurs get their new business started, or take their fledgling business to the next level. From helping formulate business plans, to securing capital, to assessing management structure, the following organizations can assist in all aspects of small business planning and operation.
- Grants: HCEDC works with our regional partners to access critical grant funds used to complete infrastructure improvements that support business growth. Some of the grant funds available for this purpose include:
- JobsOhio Economic Development Grant: This grant promotes jobs creation, business expansion, and economic development by providing funding for eligible projects.
- JobsOhio Workforce Grant: This program provides funding for the improvement of worker skills and abilities.
- 629 Roadwork Development Funds: These funds are available for public roadway improvements involving manufacturing, research and development, high technology, corporate headquarters and distribution activity.
- ODOT Jobs & Commerce Division: The Jobs & Commerce division is a rapid response team that provides assistance with transportation infrastructure improvements.

- Tax Incentives: HCEDC directly administers the Enterprise Zone and Community Reinvestment Area programs. In addition, the Ohio Development Services Agency administers the Ohio Jobs Creation Tax Credit program.
- Local
- Enterprise Zone Program: HCEDC is the local administrator of the Enterprise Zone program, which offers reduced real estate tax obligations, in connection with the construction of manufacturing facilities. The incentives typically last for a period of ten years and are tied to job creation commitments. To learn more about the Enterprise Zone Program, please contact the HCEDC.
- Community Reinvestment Area: Similar to the Enterprise Zone program, the Community Reinvestment Area program offers reduced real estate tax obligations, in connection with qualifying projects. HCEDC serves as the administrator of the CRA program in the Villages of Killbuck and Holmesville. To learn more about the CRA program, contact HCEDC.
- State
- Ohio Jobs Creation Tax Credit: This program, which is administered by the Ohio Development Services Agency, promotes job creation and economic development by providing a refundable tax credit against the taxpayer’s commercial activity tax, insurance premium tax, Ohio corporate franchise tax or an individual’s Ohio personal income tax obligations. - Workforce: From collecting, analyzing and distributing important economic data to connecting businesses with hiring and training resources, HCEDC and its partners offer an array of services to assist employers in meeting workforce demands.

- Ohio Means Jobs: The Holmes County Ohio Means Jobs office delivers a variety of employment and training services to businesses and individuals. Services offered include: employee training and talent development; employee screening and selection support; employee recruitment; youth development and placement; and human resource planning and management support. - Key Data: The HCEDC collects a variety of workforce data, including population data, commuting trends, and wage and benefit amounts to help your company make informed business decisions.
